The Lower Sesan 2 hydropower dam in Cambodia will affect tens of thousands of people if built. This article shows how lessons have not been learned from past upstream dam construction in Vietnam, and the project will mainly reap profits for the dam developers, rather that result in “poverty reduction”.

Robin Narciso
Robin Narciso graduated with a degree in Japanese Language and Asian Affairs. After completing his undergraduate studies in Kyoto, he enrolled at the Monterey Institute of International Studies, earning an M.A. in Human Security and Development. During his graduate studies, he worked in Peru with the Andean Alliance for Sustainable Development. In 2013, Robin moved to Phnom Penh to work as information and Communication officer at Oxfam. Through the organizations Mekong Regional Program, he meets impacted communities, interviews regional partners and attends workshops, such as "Hydropower and Gender Justice".
